A 2018 study by the University of Florida concluded that there is little evidence that drug-monitoring databases are having a positive effect on the number of drug overdoses in the US. Researcher Chris Delcher also concluded that "there was a concurrent rise in fatal overdoses from fentanyl, heroin and morphine" due to ease of availability and lower cost following prescription drug crackdowns. === Health impacts === There are several negative health impacts due to the discharge of wastewater containing textile dyes into local water bodies. These health issues include respiratory problems, skin irritation, allergic reactions, and cancer. Some of the respiratory problems that textile dyes cause are coughing, wheezing, asthma, and sneezing. Textile dye contamination causes skin irritation and allergic reaction symptoms such as itchy and watery eyes, sore eyes, an irritated and blocked nose and sniffling. Additionally, wastewater effluent containing both textile dyes and trace metals can cause long term health issues such as severe skin irritation, dermatitis, skin ulcerations, and even cancer.

== Early life and education == Vale was born on 26 October 1908 (one of 12 children) in Toora, Victoria, a small farming community in South Gippsland, Victoria, Australia. Vale's parents and siblings lived on an estate at Tarwin Meadows, a large dairy property with 1,000 cows, for which his father was a bookkeeper. He attended school at Tarwin Meadows, finishing in the 8th grade at 14 years of age and obtaining his merit certificate with a high rating.
The first wave, which marked the start of the epidemic, began in the 1990s due to the push towards using opioid medications for chronic pain management and the increased promotion by pharmaceutical companies for medical professionals to use their opioid medications. During this time, around 100 million people in the United States were estimated to be affected by chronic pain. Opioids were only reserved for acute pain experienced secondary to cancer or terminal illnesses. Physicians avoided prescribing opioids for other medical conditions because of the lack of evidence supporting their use, the concern of opioids having addictive properties, and the fear of being investigated or disciplined for liberal opioid practices. A letter to the editor featured in a January 1980 issue of The New England Journal of Medicine (NEJM) was frequently cited to justify more liberal use of opioids in pain management, which the World Health Organization eventually supported. In addition, medical organizations began to push for more attentive physician responses to pain, referring to pain as the "fifth vital sign". == Process == The lenticule to be extracted is accurately cut to the correction prescription required by the patient using a photodisruption laser-tissue interaction. The posterior intrastromal plane is created first and the anterior plane second. To allow better separation, the two lenticule faces are cut by the laser head moving in a spiral fashion - conventionally outside in for the posterior face and respectively inside out for the anterior one. The minimum lenticule edge thickness is usually set at 15 μm, to avoid the risk of lenticule rupturing during detachment and subsequent extraction. The method of extraction was via a LASIK-type flap in ReLEx FLEx, but in SMILE a flapless technique makes a small tunnel incision in the corneal periphery, that does not (mostly) destroy Bowman's layer. One conspicuous difference between SMILE and LASIK is the size and shape of the corneal incision. In LASIK, the surgeon performs a 270-degree, 20 mm long incision, while in SMILE the so-called "side cap cut", which is the incision through which the surgeon extracts the lenticule, is usually about 4 mm long. Currently in the US the procedure is only approved for nearsightedness, but is used for hypermetropia too in other countries. After the femtosecond laser has separated the lenticule, a blunt spatula is inserted through the incision between the lenticule and the stroma and carefully rotated to ensure that the lenticule is completely detached prior to removal by forceps.
